Building Performance Benchmarking
Lloyd EcoDistrict monitors utility data for the district through ENERGY STAR® Portfolio Manager®. This free web-based tool allows building owners and managers to track and analyze their electricity, gas, and water use.
By monitoring data through the ENERGY STAR® Portfolio Manager®, we can see how effectively energy efficiency projects are helping the district reach its energy use reduction goals. We know that simply by tracking utility data the usage numbers go down and the energy efficiency measures start to increase. This is the power of working together as a neighborhood.
Nearly 100% of our EcoDistrict’s largest commercial buildings (over 50,000 SF) have been tracking and sharing their energy data in ENERGY STAR® Portfolio Manager®. Each year, thanks to RWDI, this data is analyzed in a comprehensive report of our progress. These reports summarize the utility performance data in Lloyd EcoDistrict, review critical findings revealed in the data, and identify the next steps in expanding the scope of data analysis within Lloyd EcoDistrict. This view of building performance provides a critical opportunity to evaluate progress toward Lloyd’s short- and long-term energy goals. To achieve the “no net increase” target, existing buildings are projected to reduce energy use by 33% over the 25 years. Our latest report shows substantial progress and leadership in energy efficiency as a district. Lloyd buildings are performing better on average than buildings across the city.

Building Performance Benchmarking Updates in 2024
In May 2024, the Bureau of Planning and Sustainability shared new information about mandated energy reporting for commercial and multifamily property owners.
Commercial Properties – Requirements Start in 2024
Commercial properties in Lloyd EcoDistrict over 20,000 square feet must report their energy use annually to the City of Portland under the Commercial Building Energy Reporting Program. With Portland resuming these requirements in 2024, key dates include:
- First annual report for buildings over 50,000 square feet: April 22, 2024
- First annual report for buildings 20,000-49,999 square feet: April 22, 2025
Multifamily Properties – Reporting Starts in 2026
The City’s energy reporting ordinance will extend to multifamily buildings in 2026, with initial reporting deadlines based on building size:
- 50,000+ square feet: First report due April 22, 2026
- 20,000-49,999 square feet: First report due April 22, 2027
Multifamily properties will be required to report energy usage and carbon emissions to the city annually using the ENERGY STAR® Portfolio Manager®. In addition to city resources, Lloyd EcoDistrict plans to support multifamily property owners for seamless reporting.
Time Commitments:
- For commercial properties: Initial setup and data gathering typically takes 4 to 8 hours in the first year, with subsequent annual reporting taking 2 to 4 hours.
- For multifamily properties: Time estimates for compliance are similar, and the City will offer technical assistance as multifamily requirements come into effect.
Why Lloyd EcoDistrict Cares
As part of our 2030 Roadmap, Lloyd EcoDistrict is committed to reducing energy use across the district by 50% by 2030, with interim targets of 10% by 2022 and 25% by 2026. Our climate goals aim for 90% of commercial and institutional buildings and eight multifamily residential properties to fully report water and energy usage by 2030.
