A New Twist on Lighting Incentives

For over a decade, Lloyd EcoDistrict and Conserve Energy have partnered through LAMP (LED Lighting Advantage Program) to provide commercial lighting retrofits across the Portland metro area. Together, we have helped businesses navigate utility incentives to reduce energy use and lower overhead costs.

However, as we move through 2026, the landscape of energy efficiency continues to evolve. The Shift from LEDs to Smart Controls

The Energy Trust of Oregon (ETO) provides incentives to help businesses choose high-efficiency equipment over standard options. For years, that meant moving from incandescent or fluorescent bulbs to LEDs. Because LED technology is now the industry standard across the region, ETO has phased out incentives for basic LED interior lighting.

The good news is that incentives are still very much available, but the focus has shifted to Luminaire Level Lighting Controls (LLLC). This shift helps the Portland metro area remain a leader in sustainable urban living by ensuring our infrastructure is ready for the energy challenges of the future.

What is LLLC?

Think of LLLC as “smart” lighting for the modern workplace. Instead of one switch controlling a whole floor, each individual fixture is an intelligent unit equipped with its own sensor and transceiver.

  • Occupancy and Vacancy Sensing: Fixtures detect when a room is in use. Lights dim or turn off automatically in empty zones, ensuring you never pay to light an unoccupied closet or conference room.
  • Daylight Harvesting: These sensors “harvest” natural light. If sunlight is streaming through a window, the fixture automatically scales back its output to maintain a consistent light level while saving power.
  • Wireless Flexibility: Most modern LLLC systems use Bluetooth technology. This means no expensive new control wiring. You can group fixtures into “zones” and adjust settings directly from a smartphone app.
