New Relocation Grant Available for Lloyd Center Tenants
As Lloyd Center tenants continue planning for future relocations, Prosper Portland has announced a new funding opportunity that may help businesses and nonprofits offset some of the costs associated with moving and tenant improvements.
The Lloyd-Holladay Relocation Grant Program is a limited-time grant opportunity for Lloyd Center tenants seeking new ground-floor commercial space within the Lloyd-Holladay Tax Increment Financing (TIF) District. Grants of up to $25,000 are available, with a total of $153,000 in funding available through the program.

Grant Details
Applications opened July 1, 2026 through Prosper Portland’s website. Grants will be awarded on a first-come, first-served basis to applicants who meet program requirements until available funding has been exhausted.
Through September 1, 2026, grant funds will be reserved for Lloyd Center tenants relocating within the Lloyd-Holladay TIF District.
Prior to September 1, eligible applicants must be Lloyd Center businesses or nonprofits relocating to a different ground-floor location within the district. After that date, any remaining funds will be available to businesses and nonprofits looking to locate or relocate within the district.
Prosper Portland notes that grants awarded to nonprofits are limited to two total awards, with the remaining awards reserved for businesses.
What Can the Grant Be Used For?
Grant funding may be used for eligible moving costs, tenant improvements, and certain consulting or professional services related to relocation and property improvements.
Examples of eligible expenses include:
- Moving expenses
- Signage and storefront improvements
- Lighting and mechanical system upgrades
- Interior and exterior property improvements
- Accessibility improvements
- Professional design, architectural, engineering, or project management services related to the move
Moving expenses are capped at $5,000 per applicant.
