Just Communities: Restoring Albina: A Community-Led Model for Climate and Equity

Once a thriving Black community, Portland’s Lower Albina was dramatically reshaped by decades of disinvestment and displacement. Today, the Albina Vision Trust (AVT) is working to restore what was lost through a community-led approach that weaves together climate action, equity, and cultural preservation.

Through AVT’s 94-acre Community Investment Plan, residents are reimagining Lower Albina’s future—designing a neighborhood that is equitable, climate-ready, and deeply connected to its cultural roots.
